On consideration however I have come to the conclusion that this kind of explanation would be better given orally by which ever representative of the Colonial Office attends the meeting of the Executive Committee of the Council at which our letter will be considered. It appears that this meeting will probably be on the 3rd Friday in January when I myself shall be on leave. I assume therefore that the Colonial Office will be represented by Mr. Sidebotham at that meeting.
It is important that this letter should get off as soon as possible because if it is delayed until after we have recognised the Communist Government in China, part of the first para. of the draft will have to be re-written.
When the draft has been passed, the file should return to Mr. Sidebotham to ascertain by telephone whether Mr. Adams would wish to see the letter in draft.
